Minigrid Sector KPI Framework

2026 | English | Policy & Regulations

The Minigrid Sector KPI Framework is a harmonised set of key performance indicators for tracking, measuring and reporting minigrid performance across Sub-Saharan Africa. It gives developers, regulators, investors and development partners a common basis for comparing project outcomes and making evidence-based decisions.

Developed by AMDA with support from ESMAP and informed by peer review and stakeholder validation, the framework reduces the reporting burden created by fragmented, institution-specific metrics. Its indicators span eight categories: policy and regulatory efficiency, project portfolio and pipeline, technical and operational performance, energy access and productive use, access to capital and financial performance, environmental, social, climate and GEDSI, occupational health and safety, and sector coordination and data quality. It also sets out implementation and tracking plans, recommendations on data collection and governance, and data quality assurance tools.

By giving investors reliable, comparable metrics, the framework strengthens the enabling environment for finance, supports data-driven policy and helps developers focus on the metrics that matter most.
