The Sustainable Minigrid Business Model Toolkit for Rural Ethiopia is a practical guide for developing solar minigrids that deliver reliable electricity to unserved and underserved communities. Prepared by the Africa Minigrid Developers Association (AMDA) in partnership with Precise Consult International, with contributions from CLASP, the toolkit supports policymakers, project developers, investors, financial institutions, and cooperatives through every stage of minigrid development.
Structured around a Stage-Gate Development Framework, the toolkit covers the full project lifecycle, from site identification and demand assessment through business model selection, technical design, financing, construction, and operation. It examines private, community, and cooperative ownership models, along with hybrid public-private partnership approaches, helping stakeholders choose the structure best suited to their context.
Key resources include regulatory checklists, financial analysis frameworks, demand assessment tools, and operation and maintenance guidance, all adapted to the Ethiopian regulatory environment under the Mini-Grid Directive No. 268/2020.
This work contributes to Ethiopia’s broader electrification goals and supports the development of financially viable, technically reliable, and socially inclusive minigrid systems across rural Ethiopia.
